A classified ads site SEO is not too different than a regular site.
Although you can't control the content too much (it's user generated) you still can control the Title and Description metatags of each ad, control the URL of each ad, the H1 tag of each ad, intralinking (between ads - in case you are showing relevant classified ads to the current ad), back linking (although sometime this can be done by the users too as they are trying to popularize their classified ad). Optimize these and you should be good...
